The Shabtai Levi Home operates under the administration of a sixty-year-old non-profit organization, of which all members are volunteers. Government funding is minimal, and not adequate to cover our expenses, which include:

  • Additional personnel
  • Educational and treatment programs
  • Equipment for education and therapy
  • Building maintenance

These needs are essential to the well-being of the children in the home, and are being implemented in the following projects:

National Service Volunteer Personnel

Government allotment of funding allows for only one adult to care for a group of eight infants and young children during daytime shifts. This ratio of adults to children impedes our rehabilitative goals, prevents our assistance to visiting parents, and does not allow for suitable care of the children. To maintain our standards for treatment, it is imperative to increase the personnel in each group.

National Service Volunteers, are the best candidates for these positions, and their employment consists of direct (food, transportation, laundry, medical insurance, pocket money, and the full expenses of a rented apartment) and indirect (selection and training, coaching and support, and approximately ten percent overhead) expenses.

The costs of employing twelve national service volunteers:

Direct Expenses 45,000
Indirect Expenses 3,800
Overhead 4,800
Total Annual Costs $53,600

Staff Nurse

Of the children who reside in the home, there are typically two to five infants that arrive directly from the maternity ward, some of which are born with health problems. The older children have experienced emotional trauma, and some were so severely neglected that they developed health problems that require immediate treatment, such as life-threatening feeding problems, growth problems, respiratory and ear ailments, dental problems, and missing vaccinations.

Government funding does not contain an allotment for maintaining medical staff in a residential home with fewer than 100 children. We have unsuccessfully attempted to persuade the Ministry of Welfare that it is impossible to care for fifty infants and young children without a nurse in at least a fifty percent position.

The cost of employing a nurse at a seventy percent position:

Approximate Annual Cost $40,000
